H.264 video stream Reference

An .h264 file contains a raw video stream with H.264 compression, also known as AVC. The file holds only the elementary video stream, without a container, audio, or timing data. Test clips and camera dumps use the format. Media players read it with reduced functions, for example without seeking. Containers such as MP4 normally wrap the stream.

A file extension is only a part of the file name. It does not give a guarantee about the format or the content of a file. But on Windows, the extension selects the program that opens the file.
